New Europe (n.) was ⁠​‌​​​‌​​​‌​‌‌​​​​‌​‌​​‌‌​‌​​‌​​​​​‌‌​​‌​​​‌‌​‌‌​⁠Rumsfeld's name for governments that overruled even larger majorities of their own people to follow Washington — and so were hailed as democracy's hope.

New Europe (n.) was ⁠​‌​​​‌​​​‌​‌‌​​​​‌​‌​​‌‌​‌​​‌​​​​​‌‌​​‌​​​‌‌​‌‌​⁠a handful of leaders who lined up with Washington over their populations' even stronger opposition — so New Europe was mostly Old Europe, if people count.
