is a slight reversal on the 'brain drain' phenomenon, characterized by the idea of considering the possibility of starting a business in one's country of birth in the future.

Saxenian (2002) interprets this as at least a partial reversal of the earlier brain drain and calls it 'brain-circulation.' She reports that the majority of Silicon Valley's Indian (76 percent) and Chinese immigrants (73 percent) respond that they would consider starting a business in their country of birth in the future.
