During their deliberations on May 31 and June 1, members discussed the suggestion to explode the bomb in a 'nonmilitary demonstration' in order to impress Japan's leaders and induce them to surrender. But the idea was rejected. 'We could not afford the chance that [the bomb] might be a dud,' explained Arthur H. Compton. 'If the test were made on some neutral territory, it was hard to believe that Japan's determined and fanatical military men would be impressed. If such an open test were made first and failed to bring surrender, the chance would be gone to give the shock of surprise.
