The Constitution of the US is a pantheon of values, remarkable in that it offers no simple rule of decision for the cases in which one of the values is truly at odds with another.

The Constitution of the US is no simple contract, primarily because its language grants and guarantees many good things, and good things that compete with each other and can never all be realized, altogether, all at once.

A Voter ID law is unjustified in that, by failing to show any evidence of in-person voter fraud or showing how the id requirement helps modernize elections, the law's supporters fail to demonstrate a state interest that justifies the burden being placed on citizens.

A Voter ID law is unlawful because the expense in obtaining even the 'free' ids are cost prohibitive for many Americans, makes them tantamount to an illegal poll tax. (these costs include transportation costs, costs associated with retrieving or re-applying for birth certificates or social security cards, etc).
