A Right to the City appears to evolve naturally from what Holston calls 'insurgent citizenship' the right to change (and the fact of exercising that right) the set of available rights when they no longer (if they ever have) reflect the justified necessities of citizenship. Holston (1999... 2008) argues that spaces of insurgent citizenship are created through marginalized groups organizing for 'mere life'' against modernist state planning, and immigrants are one of these marginalized groups.
