I am persuaded on this point: that much of the urban problem in the United States is the result of trying to run cities on the cheap... trying to run cities without adequate funds for the police, without adequate funds for sanitation, without adequate funds for housing, without adequate funds for recreation, without adequate funds for hospitals, without adequate funds for welfare, without adequate funds for all the peculiar problems, the peculiarly expensive problems, of the modern metropolis.
