An Aggressor (n.) is, ⁠​‌​​​‌​​​‌​‌‌​​​​‌​‌​​‌‌​‌​​‌​​​​​‌‌​​‌​​​‌‌​‌‌​⁠as Justice Jackson told Nuremberg, the first state to invade another — or to arm and shelter bands that attack it.
