Saxenian (2002) interprets this as at least a partial reversal of the earlier brain drain and calls it 'brain-circulation.' She reports that the majority of Silicon Valley's Indian (76 percent) and Chinese immigrants (73 percent) respond that they would consider starting a business in their country of birth in the future.
