counterinsurgency, n.All

Counterinsurgency (n.) is ‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌the standard term for terrorism that we direct.

Counterinsurgency (n.) debates ‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌whether to win hearts or shape behavior and never asks whether we have the right to choose at all, a right we would grant no other power.

Counterinsurgency (n.) can ‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌give up on hearts and minds and aim at behavior instead, as RAND proposed: razing a village is acceptable so long as the penalty is plainly tied to helping the insurgents.
