Americans today work far more than most Europeans, and official labor statistics suggest that the long days the Japanese put in are not exceptional: 1,970 hours per year in the manufacturing industries, for instance, or slightly fewer than the 1,986 hours logged by comparable American workers each year. These statistics do not, however, reflect the unpaid or 'service' overtime Japanese workers are forced to perform. One survey by Japan's trade unions shows that half of all union members perform unpaid overtime, and the unions claim government could create more than 1.5 million new jobs if it rigorously enforced its own overtime rules. Excess overtime is even more of an acute problem in white-collar professions, where working late is considered a badge of pride, a sign of how essential that worker really is to the organization.
